101st avenue Jamaica Queens--how do you shut them up?

Every night on the weekend, the neighbors blast their "regional" music throughout the night. A bunch of people congregate often times until the next day at dawn and blast their music throughout the street. Tonight it's O Lavrador restaurant. The owners, Ferrera, decided to blast 96.3 Reggaeton throughout the town since 8pm until now, 2am and they're still going. I tried calling the manager, who's a bitc* and basically told me tough, it's her festival. I'm not a 12 year old in a kissing contest in some basement. I'm a woman who does not want to hear the radio blasting all night. A couple of weeks ago, it was some nasty newly wed with her Indian SCREAMING AND SCREECHING music for 3 weekends just because some punk decided to get married and let the whole town know--I wish I never knew about it. I tried calling for help, but no one cares. How can I stop this loud and immature noise?
