My question is to put the final piece of the puzzle together?

There is a strange person that I do not know nothing about, nor was I ever in my life involved with this person. I have no idea who he is or what is about, as a person. My name has been spread across Temple Hills, Maryland for some odd reason, which I do not know nothing about it. This strange and deranged person has been stalking me for the pass eight to ten years, since I have been living in the Temple Hills, Maryland area. I do not desire this person, nor do I even know who he is. I was on my way over to the store this evening on June 14, 2011 and I have no idea that he was walking towards me. The strange person had reach out his right arm, as if he was trying to hold me, or hug me. I had frozen up for a second and pulled away from his right arm length. The only thing that I know is that he lives somewhere off of 24th Avenue, Temple Hills, Maryland. I am afraid of this person because I know he does drugs and from what I had heard about him. He has been telling everyone around the neighborhood that I want him and I had dated him about eight to ten years ago. I have never talked to him, nor do I know who he is. The only option I have left is to contact the police, but the police needs evidence and proof that he is harassing me. I do not know what else to do, but run my errands early in the morning before he wakes up. However, he is probably up early to see where I am walking over at the shopping center. I do not know no of his girlfriends or the mother of his children; that may know my first name. The funny part about his girlfriends and the mother of his children that may know my first name. I have no clue who they are in my entire life. I am not original from Temple Hills, Maryland no way. The description of the person is at least six feet two inches tall, brown skin, long dread locks pass his shoulders, wears athletic clothing. The strange person either walks or drives a car, I have no idea what car he drives. I mind my own business, but I keep a look out for those who are following me. On the other hand, from what I heard about this person. He had served at least a three year sentence for possession and distribution of cocaine. Like I had said previously, he had been after me since he was released from jail. This is the only thing that his guys friends had told to me about him; just in case, he decides to pull something else. I have been ignoring the person for all these years, but it is coming to a haute about him. I have my college education to finish, so I can graduate this summer not someone that wants to harass or stalk me because he thinks that I want to take care him or want to have sex with him. What is a woman suppose to do with this crap?
