In D.Gray-Man--Is the 14th Noah(Neah Walker) kind or not?

Basically when a Noah dies they are reincarnated into another body and another persons life. They usually gain their previous noah memories later on. But this is not the case with Allen. He is the 14th Noah but has no knowledge of that until Neah communicates to him saying that he will help him defeat the other Noahs, but the truth is Neah wants to take over Allens body and gain power over the Earl, and kill him. Allen learns about this later on.
