My rabbit has hanging genitals but was on the bottom during breeding yet never got pregnant?

My rabbit has a personality of a girl. I got two hoping I would have a boy and girl and as soon as I put them together my brown rabbit who I assumed was a boy was on top of her. She was on the bottom. I put them together several times and she never got pregnant. The last few tomes they wouldn't even mate because they were fighting. The one I assumed was a male is now spraying so I'm sure he is but I just cleaned my "girls" cage this Koenig and her genitals are really low and sac like. They hang very low too. Could this possibly be a male and the other just mated because he could? And why isn't it spraying? Please help! I'm confused
