Who is inventing substitutions for punctuation on Craigslist and other places....?

How do you do them? I can't do them, but there is a tiny square now where an apostrophe would be ('), a skinny diamond with a question mark inside it, or a skinny empty diamond, to replace punctuation like periods . and commas , and ! those things. Who did this and how to do it?
